In legalese, a $585M budget shortfall should be prima facie evidence of "extraordinary circumstances" mandating collection of the full amount of fees. And in no law school ever do they teach that you have to wait for case law to emerge to act.

Hillsborough County has a different approach. They have proposed a comp plan amendment That allows developers to extend utilities into the rural service area. The county is out of buildable land in the urban area and current policy does not allow for extension of utilities in the rural area. Developers need to get their hands on that buildable land and the county is happy to create this new rule because they can’t afford infrastructure in the urban area, much less the countryside that is far from public services. Their solution? Allow developers to run the utilities at their own expense and then turn over the maintenance to the county once their giant subdivision is built. This will result in more sprawl, but the county believes the ends justify the means because now they will have a patchwork of utility lines throughout the rural area they didn’t have to pay for while collecting impact and mobility fees. It is shortsighted it is destructive it is madness to even consider.

It makes me sick that an impact fee study was done in 2020. And some of the current administration and board said it was faulty even though it was done by a very reputable firm. To go back to the 2015 numbers to increase fees 50% over 4 years is based on 2015 numbers is crazy. Sarah is wrong. The county has a case for extenuating circumstances to use more current numbers to increase impact fees. George is correct about this now that the county is deferring projects that they originally considered critical.

Mostly because the radical conservative Republicans on the board had no idea then or now how any of this works! They had an entire group of people (followers) believing that Manatee County was sitting on a pile of money. Well here you have it! Sorry bunch of losers! Now the citizens are left holding the bag!

Funny that April’s mailer says she is going to jump start more infrastructure projects right after the budget meeting announcing huge shortfalls causing delays. Watch out Librarians she might have you digging ditches as she plans to fast track shovel ready road projects.

And “Make sure funds collected for infrastructure are used for infrastructure.” Do you think she can even read a GL report? I don’t!

Smartest guy on the Commission. Not bought or sold by developers like the others. I blame the county attorney for her stupid uneducated remarks on the impact fee study. Saddle the taxpayers to make up the 88% impact fee difference for developers ... WTF
